Governed Director Action Options

These options are alternatives, not directives.

This analysis reflects publicly available information reviewed by JCC Axis together with applicable requirements entered directly into JCC Axis by participating employers. It should not be interpreted as a statement by the center, its operator, DOL, or any employer except where directly attributed. External effectiveness evidence appears only when a verified research envelope is supplied with complete provenance. The public mock fails closed where contract or research sources are not loaded.

Training Area B attendance / CTT exception

Condition: Cross-document review found a localized Training Area B attendance decline and milestone slippage while the campus-wide attendance signal improved.

Why it matters: The records establish a real localized condition, but they do not establish why it is happening; unsupported causal intervention would overstate what the evidence shows.

Evidence posture: CAUSE NOT ESTABLISHED
Option ALimited evidence / controlled test only

Time-box a documented Training Area B case review before changing delivery

Direct a 10-business-day review that reconciles daily accountability, milestone slippage, instructor coverage, and recent schedule changes before altering Training Area B operations.

Authority classification
Campus Director authority
External evidence strength
INSUFFICIENT
Job Corps applicability / transferability
Directly applicable to this campus condition because the cited records already identify the specific trade area, cohort, and milestone exceptions that the review would test.
PRH / WIOA / CFR posture
CFR — REQUIRED: The campus must maintain student accountability and respond to unauthorized or unexplained absence.
eCFR current edition · 20 CFR 686.535
CFR — SUPPORTED: Training and student services must remain intensive, supervised, and organized, and the cited training rule addresses alignment, evidence-based instruction, progress tracking, and training-plan review requirements relevant to a bounded internal review of a localized training exception.
eCFR current edition · 20 CFR 686.500(a)(1)-(4), (b) | eCFR current edition · 20 CFR 686.505(a)(1)-(2), (d), (g)-(h)
OTHER — PERMITTED: The synthetic demonstration delegation matrix places internal case review and temporary in-plan sequencing within Campus Director authority.
DM-2026-04 · section 2.1(a), section 3.2(c)
Contract posture
CONTRACT POSTURE: NOT ESTABLISHED IN DEMONSTRATION — operative campus contract not loaded.
demonstration v1 · operative campus contract corpus = not loaded
Implementation effort
Low to moderate; uses existing records and existing human review lanes.
Time to observable effect
Days for review completion; one to two weeks for clearer causal hypotheses or closure.
Key risk / limitation
Review fatigue if scope expands beyond the named exception
Measures / baseline / review / stop condition
Baseline: Training Area B attendance 79.2%; 3 students >14 days behind milestones.
Measures: Training Area B daily attendance variance; count of students >14 days behind milestones; number of reconciled record conflicts
Review: 10 business days with week-over-week comparison in the next brief.
Stop / reconsider: Stop and reconsider if the review produces no reconcilable causal hypothesis, if the discrepancy broadens beyond Training Area B, or if a safety issue surfaces.
JCC Axis posture
Limited evidence / controlled test only

Observational note

Job Corps-specific evidence is observational only: the records show concurrence between attendance and milestone slippage, not the cause.

Option BLimited evidence / controlled test only

Pilot a two-week make-up sequencing block within the existing training plan after review closure

If the case review confirms missed milestone coverage rather than attendance-record error, test a two-week recovery block inside the approved training plan and document the result.

Authority classification
Campus Director authority
External evidence strength
INSUFFICIENT
Job Corps applicability / transferability
Potentially applicable only if the record review confirms that the exception turns on in-plan sequencing rather than staffing, attendance coding, or external factors.
PRH / WIOA / CFR posture
CFR — SUPPORTED: The cited training rule addresses structured career technical training, evidence-based instruction, progress tracking, and training-plan review, which supports a tightly bounded in-plan sequencing response if the review shows a real milestone-delivery issue.
eCFR current edition · 20 CFR 686.500(a)(1)-(4), (b) | eCFR current edition · 20 CFR 686.505(a)(1)-(2), (d), (g)-(h)
OTHER — CONDITIONAL: The synthetic delegation matrix permits temporary sequencing changes that remain inside the approved plan; anything beyond that needs operator review.
DM-2026-04 · section 2.1(a), section 3.2(c)
Contract posture
CONTRACT POSTURE: NOT ESTABLISHED IN DEMONSTRATION — operative campus contract not loaded.
demonstration v1 · operative campus contract corpus = not loaded
Implementation effort
Moderate; requires schedule coordination and documented closure criteria.
Time to observable effect
One to two weeks for attendance and milestone effects.
Key risk / limitation
Could displace planned content if the root issue is misidentified
Measures / baseline / review / stop condition
Baseline: Same as Option A, with cohort-level milestone completion by student.
Measures: cohort milestone catch-up rate; attendance during the pilot window; number of displaced training hours elsewhere
Review: 2 weeks from pilot start plus next weekly brief.
Stop / reconsider: Stop if attendance worsens, if non-target cohorts lose critical hours, or if staff workload exceeds the approved schedule.
JCC Axis posture
Limited evidence / controlled test only

Observational note

The historical comparison is observational and does not establish that a sequencing block caused past recoveries or will cause a future one.

Option CLimited evidence / controlled test only

Request operator review for staffing or curriculum change outside the current plan

Escalate for operator/corporate review if the case review points to structural staffing, credential, or curriculum issues that exceed current campus delegation.

Authority classification
Operator corporate authority
External evidence strength
INSUFFICIENT
Job Corps applicability / transferability
Applicable only if validated evidence shows that the issue cannot be resolved within current campus sequencing and staffing authorities.
PRH / WIOA / CFR posture
CFR — SUPPORTED: Training must remain aligned, supervised, and progress-tracked under the cited training rule; major curriculum or staffing revisions may require operator action beyond the campus.
eCFR current edition · 20 CFR 686.500(a)(1)-(4), (b) | eCFR current edition · 20 CFR 686.505(a)(1)-(2), (d), (g)-(h)
OTHER — CONDITIONAL: The synthetic delegation matrix reserves structural training-plan changes outside the approved sequence to operator review.
DM-2026-04 · section 2.1(a), section 3.2(c)
Contract posture
CONTRACT POSTURE: NOT ESTABLISHED IN DEMONSTRATION — operative campus contract not loaded.
demonstration v1 · operative campus contract corpus = not loaded
Implementation effort
Moderate to high; requires corporate/operator review cycle.
Time to observable effect
Weeks to months depending on requested change.
Key risk / limitation
Can slow a local response if escalated before evidence is mature
Measures / baseline / review / stop condition
Baseline: Same localized Training Area B exception baseline with escalation date tracked.
Measures: days to operator disposition; evidence package completion status; interim attendance trend
Review: Weekly until operator disposition.
Stop / reconsider: Reconsider if the campus-level review resolves the exception before operator action.
JCC Axis posture
Limited evidence / controlled test only

Observational note

No causal inference should be made until the campus review confirms whether the exception is structural or temporary.

Why the options rank this way

Options A and B appear first because the synthetic demonstration authority matrix establishes bounded Campus Director authority and the options stay inside review or measured in-plan testing. Option C remains visible because the same evidence could ultimately show a broader operator issue, but that path depends on additional authority and longer lead time.

Director decision required

Decide whether to hold the condition at evidence-validation and bounded local testing, or to elevate it for operator review if the validated record shows the issue exceeds current campus delegation.

Evening residential coverage + overtime concurrence

Condition: Three open evening residential shifts and a week-over-week overtime increase point to the same operating area.

Why it matters: The evidence is corroborated across staffing and finance records, so the Director has a real coverage decision to make even though no external effectiveness study is loaded.

Evidence posture: CORROBORATED
Option ALimited evidence / controlled test only

Choose a two-week evening coverage rebalance inside the approved roster ceiling

Select a documented two-week rotation rebalance using available cross-trained staff and targeted overtime caps so that evening coverage is filled before the next schedule closes.

Authority classification
Campus Director authority
External evidence strength
INSUFFICIENT
Job Corps applicability / transferability
Directly applicable because the gap sits in a named shift pattern and the synthetic campus authority source covers temporary cross-trained assignments inside the approved roster ceiling.
PRH / WIOA / CFR posture
CFR — REQUIRED: Residential support services must maintain a safe, secure, clean living and learning environment 24/7.
eCFR current edition · 20 CFR 686.530(a)

Contract posture
CONTRACT POSTURE: NOT ESTABLISHED IN DEMONSTRATION — operative campus contract not loaded.
demonstration v1 · operative campus contract corpus = not loaded
Implementation effort
Moderate; requires supervisor-level schedule revision and fatigue controls.
Time to observable effect
Immediate coverage effect in the next schedule; one week for overtime trend response.
Key risk / limitation
Fatigue if cross-trained staff are overused
Measures / baseline / review / stop condition
Baseline: 3 open evening shifts; $4,860 residential overtime.
Measures: filled evening shifts; overtime dollars in residential services; same-day incident coverage exceptions
Review: 2 weeks with weekly dashboard review.
Stop / reconsider: Stop and reconsider if day-shift coverage degrades, incident coverage exceptions rise, or overtime increases despite the rebalance.
JCC Axis posture
Limited evidence / controlled test only

Observational note

The campus evidence shows the coverage pressure and overtime concurrence; it does not by itself prove which temporary coverage configuration will perform best.

Option BLimited evidence / controlled test only

Escalate for operator approval of temporary premium staffing support

Seek operator/corporate approval for temporary staffing support or premium coverage if the two-week rebalance cannot safely fill the evening pattern.

Authority classification
Operator corporate authority
External evidence strength
INSUFFICIENT
Job Corps applicability / transferability
Applicable when the local rebalance cannot absorb the gap safely inside the approved roster ceiling.
PRH / WIOA / CFR posture
CFR — REQUIRED: Residential coverage obligations remain in force even when the local roster cannot cover the required shifts.
eCFR current edition · 20 CFR 686.530(a)
OTHER — CONDITIONAL: The synthetic residential standing instruction places temporary premium staffing support outside Campus Director authority.
RES-OPS-2026-02 · section 3.1, section 4.2
Contract posture
CONTRACT POSTURE: NOT ESTABLISHED IN DEMONSTRATION — operative campus contract not loaded.
demonstration v1 · operative campus contract corpus = not loaded
Implementation effort
High; depends on operator/corporate staffing response.
Time to observable effect
Weeks depending on operator response and available staffing pool.
Key risk / limitation
Delay while awaiting operator decision
Measures / baseline / review / stop condition
Baseline: Same as Option A plus operator escalation date.
Measures: days to operator disposition; open evening shifts pending operator action; overtime during the escalation window
Review: Weekly until disposition.
Stop / reconsider: Reconsider if the local rebalance fully stabilizes the evening pattern before operator action.
JCC Axis posture
Limited evidence / controlled test only

Observational note

The current evidence supports the existence of the coverage problem, not the comparative effectiveness of premium staffing support.

Option CNot available under current authority

Request Contracting Officer review if contract staffing terms constrain coverage

If the evidence package shows the condition is driven by contract staffing constraints rather than schedule design, request Contracting Officer review with the unresolved contract question explicitly stated.

Authority classification
Contracting Officer review/action required
External evidence strength
INSUFFICIENT
Job Corps applicability / transferability
Applicable only if local and operator review identify a possible contract constraint; the public mock does not load the operative contract, so that threshold cannot be resolved here.
PRH / WIOA / CFR posture
CFR — SUPPORTED: Residential services obligations stay in force; unresolved contract constraints should be elevated rather than assumed away.
eCFR current edition · 20 CFR 686.530(a)
OTHER — NOT_ESTABLISHED: The public mock does not establish whether contract staffing provisions control the gap.
demonstration v1 · operative campus contract corpus = not loaded
Contract posture
CONTRACT POSTURE: NOT ESTABLISHED IN DEMONSTRATION — operative campus contract not loaded.
demonstration v1 · operative campus contract corpus = not loaded
Implementation effort
High; depends on contract interpretation and review timing.
Time to observable effect
Weeks to months.
Key risk / limitation
Can delay local mitigation if raised prematurely
Measures / baseline / review / stop condition
Baseline: Same as Option A with contract-review request timestamp if filed.
Measures: date contract question documented; interim open shifts; interim overtime
Review: Weekly until contract question is resolved.
Stop / reconsider: Reconsider if local or operator action stabilizes the shift coverage before CO review occurs.
JCC Axis posture
Not available under current authority

Observational note

The condition is real, but the public mock cannot determine whether contract terms create or constrain the solution set.

Why the options rank this way

The bounded local rebalance leads because the condition is corroborated and the synthetic demonstration authority source places that decision within Campus Director authority. Operator and Contracting Officer paths remain visible, but they depend on additional approvals or unresolved contract evidence.

Director decision required

Choose whether to act now within the documented local coverage authority, to elevate for operator support, or to reserve a contract question for later only if validated evidence shows a contract constraint.

Occupied-space HVAC + pending procurement

Condition: Two aged HVAC work orders affect occupied dormitory space, and the related procurement action remains pending.

Why it matters: The records establish a facilities condition in occupied space and a procurement delay, but they do not establish whether the delay is local, operator, or government controlled without additional contract evidence.

Evidence posture: CORROBORATED
Option ALimited evidence / controlled test only

Elevate the two occupied-space HVAC orders to the top of the local maintenance queue

Use existing local prioritization authority to place the two occupied-space HVAC orders at the top of the corrective-maintenance queue while documenting the pending procurement dependency.

Authority classification
Campus Director authority
External evidence strength
INSUFFICIENT
Job Corps applicability / transferability
Directly applicable because the work orders already identify occupied dormitory space and the synthetic facilities standard grants local priority-setting authority.
PRH / WIOA / CFR posture
CFR — SUPPORTED: Students must be provided a safe and healthful environment; occupied-space HVAC conditions warrant documented priority handling.
eCFR current edition · 20 CFR 686.920(a)-(b) | eCFR current edition · 20 CFR 686.530(a)
OTHER — PERMITTED: The synthetic facilities prioritization standard places local occupied-space work-order elevation within Campus Director authority.

Contract posture
CONTRACT POSTURE: NOT ESTABLISHED IN DEMONSTRATION — operative campus contract not loaded.
demonstration v1 · operative campus contract corpus = not loaded
Implementation effort
Low to moderate; queue reprioritization is local, but completion still depends on procurement status.
Time to observable effect
Immediate queue change; days for status movement.
Key risk / limitation
Lower-priority maintenance items will slip
Measures / baseline / review / stop condition
Baseline: 2 occupied-space HVAC work orders older than 14 days; procurement package pending 9 days.
Measures: queue rank of the two HVAC orders; days since last procurement status movement; occupied-space complaint count
Review: Daily for one week, then next weekly brief.
Stop / reconsider: Stop and reconsider if queue elevation does not move the condition within one week or if a higher life-safety item supersedes it.
JCC Axis posture
Limited evidence / controlled test only

Observational note

The evidence shows the occupied-space condition and procurement delay, not whether procurement alone caused the aging pattern.

Option BLimited evidence / controlled test only

Request operator or DOL escalation of the stalled procurement path

Escalate the unresolved procurement path for operator or government handling if the local priority change shows the blocking point is outside campus control.

Authority classification
DOL government action required
External evidence strength
INSUFFICIENT
Job Corps applicability / transferability
Applicable when the evidence package shows that the occupied-space condition persists because the next procurement action sits outside campus delegation.
PRH / WIOA / CFR posture
CFR — SUPPORTED: The cited facility rule establishes Secretary-issued procedures for contract-center facility protection, maintenance, and periodic surveys, and the student-protection rule requires a safe and healthful environment; these provisions do not by themselves establish local authority to resolve the stalled procurement path.
eCFR current edition · 20 CFR 686.220(a), (c) | eCFR current edition · 20 CFR 686.920(a)-(b)
OTHER — CONDITIONAL: The synthetic facilities prioritization standard permits local elevation but requires escalation when the next procurement action lies outside campus delegation.
FAC-PRI-2026-03 · section 1.4, section 5.1
Contract posture
CONTRACT POSTURE: NOT ESTABLISHED IN DEMONSTRATION — operative campus contract not loaded.
demonstration v1 · operative campus contract corpus = not loaded
Implementation effort
Moderate to high; depends on external procurement review cycles.
Time to observable effect
Days to request; weeks for external disposition.
Key risk / limitation
Escalation can consume time without moving the local queue
Measures / baseline / review / stop condition
Baseline: Same as Option A plus date escalation submitted.
Measures: days to escalation acknowledgment; procurement status movement; occupied-space complaint count
Review: Weekly until disposition.
Stop / reconsider: Reconsider if local handling resolves the condition before external action occurs.
JCC Axis posture
Limited evidence / controlled test only

Observational note

The records show concurrency between work-order aging and procurement delay; they do not establish which office controls the delay.

Option CNot available under current authority

Do not claim contract relief authority until the operative contract is loaded

Hold any contract-based relief or clause interpretation option until the operative campus contract is loaded with exact locators.

Authority classification
Authority not established
External evidence strength
INSUFFICIENT
Job Corps applicability / transferability
This is a guardrail option: the public mock can show the unanswered contract question but cannot support a contract-based action recommendation.
PRH / WIOA / CFR posture
OTHER — NOT_ESTABLISHED: No operative contract clause, scope section, or modification locator is loaded in the public mock.
demonstration v1 · operative campus contract corpus = not loaded
Contract posture
CONTRACT POSTURE: NOT ESTABLISHED IN DEMONSTRATION — operative campus contract not loaded.
demonstration v1 · operative campus contract corpus = not loaded
Implementation effort
Low; it preserves a fail-closed boundary.
Time to observable effect
Immediate governance effect.
Key risk / limitation
Can frustrate decision-makers seeking a faster contract answer
Measures / baseline / review / stop condition
Baseline: Contract corpus absent in public mock.
Measures: contract corpus loaded yes/no; number of exact contract locators available
Review: Next report cycle or on contract load.
Stop / reconsider: Reconsider immediately once the operative contract corpus is available.
JCC Axis posture
Not available under current authority

Observational note

The work-order and procurement records do not establish contract rights or obligations.

Why the options rank this way

The local priority-setting option leads because the occupied-space condition is corroborated and the synthetic facilities standard establishes Campus Director authority for queue elevation. External escalation is visible next because the procurement blocker may sit outside campus control. The contract path is deliberately fail-closed until the operative contract is loaded.

Director decision required

Decide whether to use documented local priority authority now, whether to escalate the procurement path once the blocking office is identified, and whether to hold all contract-based theories closed until exact contract sources are loaded.

Document Submission / Data Handling Controls

1

What May Leave the Campus

Only the source files needed for that reporting cycle and identified by the PRH or the campus's normal required/weekly reporting records matrix. OccamPrism does not create a new recurring source-report requirement.

2

PII Prohibition

No PII is permitted. The campus must exclude PII before transmission. Files containing PII are outside the accepted submission standard.

3

Required Submission Method

The campus emails one ZIP folder per reporting cycle. Inside the ZIP, each required source document remains a separate file. Multiple emails, loose attachments, or files sent outside the ZIP are not accepted.

4

Storage Location / Inbound Retention

Inbound source records are received in the designated OccamPrism inbound email environment. Each inbound record is automatically and permanently removed from the inbound email when it reaches 30 days.

5

Human Access

Douglas Gosselin, Founder and CEO of OccamPrism, is the only human permitted access to inbound campus source records.

6

Paper-Copy Control

No paper copies are made. A paper copy would be created only if court directed.

7

Destruction / Disposition

The standing inbound-record disposition is automatic permanent deletion from the inbound email at 30 days. No routine paper archive is created.

8

Change Notice

If any of these handling practices change, customers will be notified at least 30 days before the first report produced under the changed practice.

Standard Source Receipt / Data Quality / Traceability

Source Coverage

8 standard source records received for this synthetic cycle. The governing records matrix is drawn from PRH requirements and normal campus weekly/required reports.

Data Quality

7 source records complete; 1 source conflict: staffing roster shows 11 vacancies while position-control shows 12.

Traceability

Every material finding carries source IDs. Full provenance can resolve to the underlying report/field when available.

Leadership Decisions Requested

Decision 1

Choose the coverage approach for three open evening residential shifts before the next schedule is finalized.

Decision 2

Confirm whether the two occupied-space HVAC items receive priority and whether the related procurement action should be accelerated.

No Decision Yet

Do not expand the Training Area B response until attendance/CTT records are validated and the vacancy-count conflict is reconciled.

Next Brief

Unresolved actions carry forward, week-over-week changes are compared, new conflicts/corroboration are flagged, and resolved routine items are suppressed.

Additional Document Sources

$100 one-time configuration fee per additional campus document source. Adding a source does not change the recurring Product 7 fee.
